Take a big hammer and hit it real hard. It should shock it to pop off. Try to hit between wheel studs (be careful)

I hit it with hammer and it wont come off. Is there anything else you can think of? There is a center hub that looks like it uses a special key to get it off could that be it?

No special tools, you have to beat it off. Smash it in pieces if you have to. ** You are most likely going to have to replace the e brake shoes and all hardware too.
