How to determine if rack pinion versus power steering. When trying to turn need two hands just to turn the wheels. Turning the wheel is very tight.

first check fluid level of power steering if it's down then look for the leak on one of the hoses. If not then take it to a pro who can check to see how much pressure the pump is putting out. That has to be tested first in order to determine whether it's a rack or not.
