2003 Chevy Trailblazer engine heating while driving around

I would like to know why my engine heats up while driving around town. If I drive down the highway the temp is at 190 and stays there but if in town and I have to stop and start the heat goes to 210-230 why does this happen. If this good for the engine?

Check to see if cooling fan is coming on

It has a clutch fan and I have checked it. It seem to be working fine, not leacks. I have turned it by hand and it turns ok. Thanks

When engine is at operating temp fan should have resistence when turned by hand no freewheel. If turns easily then replace

The fan is turning when engine is running. I have shut off the car and turned the fan by hand and you can feel resistance. It does not free wheel at all. The engine only heats up like this on very hot day normally it stays the same just bother's me that it goes that high. Thanks
