2002 Chevy Trailblazer Windshield Wipers Stuck

2002 Chevy Trailblazer Four Wheel Drive Automatic 95,000 miles

My front windshield wipers are stuck in the up/on position. The fuse in the Engine Compartment Fuse Block is still good, but I am missing the diagram for the Rear Underseat Fuse Block from the owners manual. Can you provide any suggestions on what may be causing this, and if the rear fuse is the problem, where can I find a diagram of the fuse block? (quickly!)
