2002 Chevy Trailblazer OBDII Connection Not Working

Hello, my car has the service engine light on and has been tested 4 times with an OBDII. 3 of the 4 times there was no connection and one time we could turn the tester on and the message displayed "no connection."
The Service Engine Light has been turning on and off since March. Since March, my FWD system on occasion has not turned on, my cigarette lighter in the front is not working and my air conditioning has not worked on 1 occasion. As of today, my check engine light is on and my cigarette lighter does not work. I have no noticeable troubles except listed above. I have a strong feeling it's an electrical problem but I don't know if it's as simple as replacing a fuse. Tonight a technician informed me to switch out the starter relay fuse - this sadly did not work. If you have any suggestions I would very much appreciate them. Thank you.

Hello, did you check for voltage at pin 16 of the datalink connector? If no voltage check the cigar fuse. that fuse supplies voltage to the lighter and pin 16 of datalink connector. No voltage at that pin and the scanner won't work.

I actually saw another post last night mentioning the cigar lighter/fuse deal and so I took a look at mine and found that my fuse was done for. I replaced it and will hopefully get back tonight to have them try and read the code.
