Yes they can be cleaned. Most of the time EGR problems are caused by excessive carbon build up in both the EGR and the intake. Clean it and make sure where it bolts to the intake is cleaned too. Make sure the valve itself moves and seals when it is closed. But to answer your question, yes, many times cleaning them will fix a problem.
