when i try to change the 4wd to any other it doesn't want to change and it stays the same . also when i try turning left or right it makes a rubbing noise and i press the gas to go and it doesn't advance what could this be

Sounds like your tahoe is stuck in four wheel drive. That is why it will not steer properly. It could be a bad 4wd switch or the actuator motor on the transfer case might be bad.

A switch is not too expensive, but a transfer case actuator motor is around $350.00 plus labor.
