2002 Chevy Tahoe Squealing sound after initial start when a

My 2002 Tahoe makes a loud fan type squealing, rubber band snapping sound when I first start it in the morning and drive the first 200 feet. When I use the accelerator is when i hear it. It stops if i take my foot off the accelerator. This only happens when I first start the car for the day or after sitting an hour or more. There is no noise after it has been running 10 minutes or more..
I took it in and had 2 belts replaced but I still hear the noise. I also had the fuel performance service done and I still hear the noise after $500.
