2002 Chevy Tahoe squealing noise

I have this squealing noise coming from the left backside. We have changed fuel pumps numerous times and the noise continues. We just put a new gas tank, fuel pump and harness. Needless to say the noise has come back. Does anyone know what this could be.

Does it make the noise while driving or just standing still?
