2002 Chevy Tahoe Problem Removing Spare Tire w/lock

Trying 2 remove my spare tire from underneath my 2002 Tahoe.I removed the lock and inserted the rod but was unable to loosen it and get the tire to drop. Anyone with suggestions? Could it be stripped? Or am I just doing it wrong?

chances are its rusted on from being under the vehicle with all the road salt and moisture. try heating it up with a torch, ive had to cut them off before.
