headlamps are not working.all other lights work.high beam indicator not working either

Have you checked fuses? If they are good, you need to check for power to and from the switch. If you have it, then you need to check the highbeam switch for power to and from.

now they go on & off when I move the tilt wheel up & down.any suggestions?

Either the switch is bad or there is a short in the column. Regardless, the steering wheel and part of the column needs to be removed to check.
