2001 Chevy Tahoe Starter keeps engaged even with key off or

Cleaning inside my engine bay and when I put pressure on the fuse/relay box the starter engaged. Only way to stop it was to remove ground from battery. After it stopped replacing the ground starts the problem all over. I have seen when the starter solenoid is bad the starter stays engaged but that mostly occurs after a normal start. Could the starter relay be bad and causing this or am I still looking at the solenoid?

I would say it's the starter relay. You, apparently, weren't anywhere near the starter solenoid when the problem occured.
