2001 Chevy Tahoe Parking Brake Adjustment

I just changed my rear rotors, and it appears my parking brakes are making contact on the inside all the time. It did not look like they can be retracted any more, but I am concerned it is not enough.

Also, the shields behind the rotors are pretty much rusted through; is this a big deal?

Is there an adjustment on the cable itself? Also, as far as the backing plate, it should be ok unless it starts hitting the rotor.
