2001 Chevy Tahoe Fuel Pump

Fuel pump is not working and i need to replace it. Have not done this in many years and was shock to find out that the punp is inside of the fuel tank. =Question: Why did they put a replacement part inside of the tank?

This means that i need to dump the fuel and remove the tank to get to the pump. This is crazy!!!!
