Recently when starting the tahoe the lifters are
making a ticking noise. After driving for a few
minutes it stops. It get worse when it is colder
out. I have put JB tune up in, it seems to help
for awhile. I have changed the oil regularly.

Try some Marvel Mystery Oil it will clean lifters. And help them pump up. If this fails there is excessive wear in valve train.
