2005 Chevy Suburban spare tire lock removal

When trying to remove the spare tire lock, insert key turn nothing moves !! Does the lock cylinder just come out ,or the black bracket around it !! Sprayed WD-40 around everything -- no luck !! Thanks !!

Looks like I solved my problem !! With much tender persuasion, the lock cylinder came out---Two "O" rings around it--Chevrolet should have put a little lube on them---works great with a little silicone grease on them !!
