passenger side low beam is not getting any voltage but drivers side is. Do they have seperate fuses or is this a wire problem that maybe broke or was fried?

It is the same fuse. Did you check the power at the socket or just behind it at the wire. This type of vehicle has issues with the bulb sockets.

Thanks for the answer.
I checked them at the end of the socket not at the wires. I will check at the wires going into the socket. If that location is dead any other locations to check that you know of? Are there switches or anything else in that circuit?

If the driver side is working normal it is unlikely that its the switch.
