The first question require just changing the gasket.
The second question require little bit explanation of how it works and what could cause the problem.
As the gas level in the tank rises, the distance between the dispenser nozzle and the fuel grows smaller. A small pipe called a venturi runs alongside the gas nozzle. When the end of the venturi pipe becomes submerged in the rising gas, it chokes off the air pressure that holds the nozzle handle open and shuts down the flow of gas.
The problem might be that small pipe is stuck and chokes off air that hold the nozzle handle open, that is why you have to trickle the fuel in to gas up.
Lower the tank; remove the clamp between filler neck and tank and look for a small pipe.
