2002 Chevy Suburban Fan only works full blast - not at lowe

The fan for the heater / air-conditioner only activates when I turn the switch all the way to 5 (the highest setting). It does not turn on for 1, 2, 3 or 4.

Is this something I can fix myself? I haven't done much besides replacing air filters, a door handle, batteries, etc.
