1999 Chevy Suburban blower motor

I have a 1999 Suburban and my blower motor is stuck on high. It will not turn off unless I turn the car off. I have already changed the blower motor resistor and the blower motor relay. Any ideas as to what is causing the blower to only work on high? Blower motor or AC control switch?

a/c switch would be most likely culprit here. if blower motor fails it will either blow lighter than normal, make a noise or not blow at all.
