1999 brake lights

What issues am I having when my fuse blows and my brake lights and signal lights stop working? I change my signal fuse and they work fine but nothing is blown on my brakes(fuses bulbs) but they won't work. my center brake light still does?

Check the stop/hazard fuse no.1

The high center brake light operates bcuz the circuit don't go thru the turn/hazard switch the other ones does.
