1997 Chevy Suburban Maximum air flow out of the front regis

While operating the air conditioning at the maximum
blower speed, it appears that the flow out of the upper dash registers isn't sufficient. Although the A/C cools relatively good, including the rear unit, I don't seem to have the volume of air flow out of the registers. What can be the problem?

You either have a vacuum leak, or the flap actuator has a vacuum leak and is not opening the flap or you have a broken clip that is not allowing the flap to open and redistribute the cold air.
