1997 Chevy Suburban doesn't communicate with scan tool

Electrical problem
1997 Chevy Suburban V8 Four Wheel Drive Automatic 145k miles

I cannot get my vehicle inspected because it will not communicate with any scan tool. I checked the fuses and believe it might be due to the plug in or faulty wires. Does anyone know what it might be or How can I trouble shoot it eficiently.

Check pin 16 at datalink connector for voltage. Use a voltage tester. If no voltage check aux power fuse 25 amp. Test for voltage on the fuse circuit.

Thanks a bunch for your help. I put the voltage meter up to the pin 16 plug and did get unconsisant readings with each of the pin holes on the plug ranging from 9 volts to 4. I rechecked the fuse you mentioned and it is good but was unable to get a voltage reading off that fuse. Thanks again and any more suggestions will be greatly appreciated.

Maybe I misunderstood your post, pin 16 is only one cavity?
