1997 Chevy Suburban 4 wheel drive problem

hello, i own a 1997 chevy suburban. when i push the shifter button for 4 low, the 4 hi button lights up, and 4 low blinks. it will NOT engage in 4 low. any suggestions?

Check to see if there is power to the actuator on the transfer case. IF there is, chances are the actuator is the problem.

I also have a 97. I always have to come to a complete stop and shift to neutral and wait for it to go into low. I usually hear a clunk then the low light stays on. Then shift back to drive.
