1996 Chevy Suburban GLOW PLUGS

My suburban is a turbo diesel. You know how when you first turn your key on you have a wait to start light that flashes on and off to tell you when to start it. Recently my light quit coming on however I can still hear my glowplug relay going in and out however my glow plugs are not working and neither is my dash light telling me when to start it. Do you think this is caused my by relay or did my glowplugs bite the dust. I was thinking that if my dash light was not coming on and I still can hear my relay that it would be a good chance that it is my relay.
