My 1994 suburban will surge or sputter at 20 to 30 mph and at that speed will rev up a little when i let off the gas, runs fine otherwise. I replaced throttle positioning sensor and checked converter. I am not getting a check engine light.

try unplugging the vacuum line at the egr valve and test drive and see if it goes away. possible egr valve coming in too soon.
