I turn on my heater in the car and the heater comes out of the air conditioning vents and when I turn on the air conditioner it comes out of the vents and where the heater usually comes out. Also with the defroster selected almost no air comes out there. I have taken off the plastic part where the heater air comes out and I can feel the door move when I switch to defroster and vice versa.

Check the vacuum switch or lines on the back of the HVAC controller in the dash.
