1987 Chevy Suburban charging system

my suburban has a voltage gauge. when i first crank it the voltage gauge reads aprox, 13.this drops to 8 on the second try. the second time i try to start it the battery don't have enough power to start the car. the battery has been replaced and the alternator quite a few times.still i have this problem. help?

Load test the battery if it passes -Do a voltage drop test on the cables could also be a starter motor problem
