1986 Chevy Suburban Two Wheel Drive Automatic 126000 miles

I have 2 new batteries and a new starter I have all new ternimals and it we checked the batteries each have over 12 volts it says that we have a charge but when we try to start it tries to but wont turn over and acts like a dead battery what could this be
it is a 6.2 deisel engine

It could be the fusible link is bad especially if your lights work but the car won't turn over. They are wires that connect to the starter that lead to diffferent areas of the vehicle. If it is is bad you'll see the wire getting smaller from a larger wire, about 6" long. It will look all burnt up. Also try the starting in park as well as neutral. Sometimes the shifter doesn't connect to the right area and that safety switch doesn't let the ppower go through.
