Why does my heater blower only start blowing when the vehicle has been start for a while?

If it has automatic temperature control, and you leave in on auto, there is a lockout switch so the blower doesnt start until heat is available. Most systems if you choose another setting the blower will work, but you will get cold air...all this should be in the owners manual!
