2008 Chevy Silverado temp gage not working

2008 CHEVROLET SILVERADO
24,000 MILES • 6 CYL • 2WD • AUTOMATIC

My temp gage reads zero. On the message panel it reads, "Engine hot, A/C turned off" and I can hear the radiator fan running constantly. This happens immediatly when I turn the truck on, even when I know it's cold.
Is the sensor bad and the controls are defaulting to a overheat condition to protect the engine?
