does the steering rack need to come out to replace the inner tie rod end (right side)?

No it does not. You may need to use an inner tie rod tool though. Also before removal make sure you either measure or count the turns of the outer tie rod and then get an alignment afterwards to ensure your toe is adjusted properly.
