2004 Chevy Silverado speedometer is not working correctly

My speedometer has been acting strange. Ill start the truck and it is way up at 40 to 100 mph. If i turn the truck off then back on again over and over I can get it back to zero. What do I need to replace or repair to fix this problem?

Either the vehicle speed sensor (VSS) is going bad or the cluster is bad.
