2004 Chevy Silverado Irregular cruise control speed

Cruise control exhibits irregular speeds while engaged, it can vary 6-8 miles an hour, going up or down hills. Does the body control module control this? If I change it out with a used BCM will it affect any thing else, like speedometer readings or my odometer readout?

does it stay the same on flat surface or does it varry 6-8 miles per hour?

it is normal for speed to varry going up hills especially steep ones.
