2004 Chevy Silverado How to verified 4WD hubs are releasing

Front axle sound like the hubs are engaged, when not in 4wd. I head a constant low tone rumbling on dry surface.
I own/drive 4wd drive trucks for the past 22yrs, and I'm about 99% sure the hubs are not releasing is causing this rumbing noise.
The dealing stated was my tires and I had them replace by the same dealership (still got the noise) this had no effect, noise did not change.
I jack up one side of the truch and spin the tire and the axle turn also. I stated this to the Chevy dealer and service manager came back witstating the axle will turn when you spin the tire? If the hub is release why would the axle turn?

Hi there,

With the hubs released, nothing should move, if the drive shaft moves event just a little, the hub is still engaged.
