2003 Chevy Silverado starter not engaging

I try to start my truck and the lights come on but the starter dosn't engage until I turn the key on and off 5 to ten times. Once the starter engages it starts fine. Also the truck is running rough when idling and driving down the road. Any help on either of these issues?
