rear brakes were replaced, however, they now appear to be "tight", not releasing when brake pedal released. Is there an adjustment?

Not a brake 'expert', but you didn't say if the brakes were drum or disc (quite a difference). If drum, the adjuster is at the bottom, has a toothed wheel to adjust the brake pads. Should be loose when putting new pads on, they should adjust automatically when you drive in reverse and apply the brakes to get them where they should be. You could have a bad brake cylinder that's sticking. Or maybe, when the brake shoes were replaced, somebody made an error when putting all of those little parts back together.
