2001 Chevy Silverado Engine surges when going up hill or un

Engine surges when going up hill or under load. checked for codes but thiers not any. Now I did get one before for the egr valve,but changed the valve,didnt fix problem, also replace map sensor with no luck. could this be a fuel pump problem or injector problem.
