2000 Chevy Silverado RPM surges

Whenever I drive between 40-50 mph rpm's surge, however, Truck does not. I have recently checked codes and they say too lean on bank1 and 2 o2 sensors. Everyone at shops are baffled and cannot find the problem.

The codes that are showing would be good but it sounds like P0174?
