what is the purpose of the rear vacuum plates? my repair shop says mine are badly rusted and need replaced aling with the emergency brake assembly.

The purpose of rear backing plates not vacum. are just as they are telling you the park brake the wheel cyls and the shoes all have to connect to this plate . if really bad these things will not connect to them. and brakes will not work
