on a 2000 chevy silverado do you have to buy a new airbag to replace the horn contact?

No. The clock spring can be replaced without damaging the Air Bag. However, make sure the battery is disconnected at least 30 minutes before you start working. Some people say 10 minutes, but I usually let them sit over night disconnected to make sure there is now power left in the system.
