1999 Chevy Silverado Starter engages while truck is running

I have changed the starter relay and the starter. Still engages while truck is running. Is it the ignition switch?

Pull small solenoid wire off use test light turn key to start release to run if light stays on then ign switch.

I actually got the truck started and put a dmm on the small wire, which I removed, and read 14.33v. Sounds like you were right. Where on the steering column can I find the serial number so I can figure out which switch I will need?

Ign switch is down on collumn near floor on top two small screws hold it on.
