1999 Chevy Silverado rought idle. fuel smell from exhaust

Check engine light is on showing engine misfire according to test set at local parts store. Replaced plugs and found 1 plug (second from front on passenger side) that was fouled. All others looked good. Problem continued. Replaced coil for that cylinder, no luck. Replaced all plug wires, still no luck. Engine is hard to start when hot. Starts ok when left over night but idles rough. Exhause pipe has black soot and there is a fuel smell coming from exhaust also. Truck seems to run better at higher rpms. Engine codes are po304 #4 cylinder misfire and po161 o2 sensor heater bank 2 sensor 2

Seems you have injector for cyl. 4 leaking try some cleaner but with years and milage may need new inj.
