1999 Chevy Silverado Emergency Brake

When turning off the emergcy brake, it pop's up and the brake is released but the light is still on flashing and beeping like it is still engaged? What causes this and how can I fix it?

Be sure your brake fluid is full and the e-brake is Totally released.
