1998 Chevy Silverado Whinng noise behind cab

There is a high pitched whining noise directly behind the cab of the pickup. It starts which engine is started and ends about two or three seconds after engine is turned off.

Could be the fuel pump (that is where it is located) or maybe the fuel evap canister if equipt. (Or maybe your mother-in-law is riding in the bed of the truck).
