1998 Chevy Silverado Cranks for 2 seconds, then shuts off.

Hi guys, I have a 98 z71 5.7 liter. About a month ago it started skipping. I replaced plugs and plug wires which yielded a slight decrease in the skipping. I then bought some C-foam fuel injection cleaner from AdvanceAuto. The truck ran better for about 3/4 of that tank of gas approx 200 miles. It then started back skipping, and finally cranks for 1-2 seconds and immediately shuts off. I pulled the obd2 codes and had p0420, p0440. The cat conv has been removed which yields the p0420. I also traced down the p0440 problem by replacing a return hose to the charcoal canister. Next I took a fuel pressure gauge, and got a reading at the fuel rail of 52 psi when the key is turned to the on position. I left the key on and re-checked the fuel pressure in 10-15 mins and the fuel pressure read 48psi. Do any of you have any ideas where to start next? Also this is a 98 model vehicle, which does not have the chip in the key therefore, I don't think it is a passlock type issue.

Yes it always restarts after it dies. I changed the fuel filter for kicks and now have 59 lbs of fuel pressure at the fuel meter body. However, the fuel is not getting into the engine. If I pour raw fuel into the throttle body, the engine will run (intermittedly) as if its fuel deprived. I guess I have to find what turns on/off the injectors etc.

No, there are no trouble codes being thrown. I'm now starting to think that the security feature is the problem. As stated in the first post the security light was staying aluminated (Not blinking). I read in the manual and it said that it should go off when the truck was crunk. I had my bud crank the truck today while I dripped fuel in the throttle body. I did this for approx 2 - 3 mins. While the truck was running the security light stayed on. I have both sets of origional keys? I googled this and found several aleged "relearn" strategies, but again my keys don't have the little chip? How could the security feature be reset? And how would I know for sure if this is the problem? I tried locking the doors and unlocking them with the key, I also tried leaving the truck ignition in the on position for 10 mins, but that didn't work either. Any ideas?
