1996 Chevy Silverado alternator

My voltage meter flucuates and the headlights flicker in time with the meter. I am suspecting the voltage regulator. If that is the culprit can it be replaced or must I change the alternator?

The regulator is part of the alt. Before replacing it, check for broken or loose wires from the alt. Also, make sure the ground to the engine block is tight and clean.
