1995 Chevy Silverado cluch not engaging all the way

when push the cluch to the floor it is still hard to get in gear. noticed the rubber stop on frewall has been cut out a little by someone. can the cluch be adjusted or s there a dfferant problem?

Try adjusting for free play and pedal height unable to you probably need a new clutch assembly
