1993 Chevy Silverado Windshield wiper fluid now activating

Well i recently bought a 93' k1500, and the windshield whiper fluid does not work. It has fluid in it and i cant figure out what it is. I know that the circuit board for the wipers needs to be replaced due to it only has one speed for the wipers, but could that be the problem? Any suggestions?

Check for power at the washer fluid pump power there the pump is a bad. If you hear buzzing when you engage the washer and no water coming out the lines could be clogged up.No it has nothing to do is to the wiper running on 1 speed.
