1993 Chevy Silverado Bright lights to regular lights

Whenever you need to bright lights, you have to tilt the steering wheel, activate the bright lights & then un-tilt the steering wheel to regular driving position. The lights work fine in either position, but I am wondering why you would have to tilt the wheel in order to turn the brights on. Any help would be appreciated.

There must be a broken wire in the steering column. It will need removed and checked.
